REACH
Adopted on 18 December 2006, the Regulation of the European Parliament and Council (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) is a final and legally binding form of the principles of European policy in the field of chemicals announced via the so-called White Paper already in 2001. The Regulation as a whole entered into force on the first of July, 2007, and the gradual implementation of its provisions is timetabled until 2018.
The main objective of the Regulation is to protect consumer health and environment by introducing the maximum possible control of the risks associated with the production, handling and trading of chemical materials and products throughout their useful life. The Regulation also envisages the possible constraints or even ban of highly dangerous substances.
These goals are to be achieved through re-summarising all physical, chemical, toxicological and ecotoxicological properties of chemicals traded as well as via detailed assessment of all risks associated with their manufacture and use, including proposals for the safe management of such risks. All of these data, the so-called registration data, must be submitted to the European Chemicals Agency in Helsinki (ECHA), which is to carry out the registration of chemical substances and initiate proceedings for the authorisation, restriction or prohibition of substances for which data raise serious concerns. Any failure to meet the requirement will result in non-permitting the trade in the substance in question. The process of registration of chemicals began in June 2008, with mandatory deadlines for submission of registration applications allocated to 11 years depending on the volume and hazards of the substance produced.
